Administrative division in Indonesia ::: What the heck are Kabupaten, Kecamatan, Rukun Warga?

Republic of Indonesia is divided into 33 provinces, 1 special capital region (Daerah Khusus Ibukota/DKI) and 2 special regions (Daerah Istimewa/DI). Those regions are called provincial first administrative government. Examples of provinces are Bali province, West Java Province, Banten Province etc. Special capital region is DKI Jakarta, and 2 special regions are DI Aceh and DI Yogyakarta.

Provincial government is divided into smaller second administrative government as Kota, Kabupaten, Kota administrasi and Kabupaten administrasi. For example: Kabupaten Tangerang, Kota Tangerang.

Kabupaten and Kota rule district called Kecamatan. Kecamatan is ruled by the smallest regional government. For example: Kecamatan Bogor Timur (East Bogor), Kecamatan Jakarta Selatan (South Jakarta).

Kecamatan rules smaller areas known as Kelurahan, Desa, Kampung or Gampong. This is the smallest administrative governmental level. For example: Desa Belendung, Kampung Pertukangan.

Kelurahan level divided into neighborhoods (Rukun Warga/RW), which rooted to smaller blocks (Rukun Tetangga/RT).

Example of common type of address written in Indonesia:

Jl Damai III Kompleks PDK RT 11 RW 2, Kelurahan Petukangan Selatan, Pesanggrahan, Kecamatan South Jakarta.

This is a very brief description about Indonesia administrative regions. Further information can be viewed at http://id.wikipedia.org/wiki/Pemerintahan_daerah

Lots of bureaucracy = lots of corruption.
Indonesia is still in the top ten most corrupt countries according to Transparency International.

I say, be like the USA and eliminate the RT, RW and kelurahan. People should be able to move wherever they please without having to register with the police, the RW and the RT! This is a leftover from the horrid Soeharto regime which tried to control all of its citizens and watch/spy on their every move.

Even though Indonesia is a so-called “secular democracy”, this system of several layers of authority does nothing good or beneficial to the people.

Indonesia is full of bureaucracy. I wonder when that will end? When hell freezes over I bet.
